§

2283. Department of Human Resources

(a) The

Department of Human Resources is created in the Agency of Administration. In

addition to other responsibilities assigned to it by law, the Department is

responsible for the provision of centralized human resources management

services for State government, including the administration of a classification

and compensation system for State employees under chapter 13 of this title and

the performance of duties assigned to the Commissioner of Human Resources under

chapter 27 of this title. All agencies and departments of the State which

receive services from the Department of Human Resources shall be charged for

those services through an assessment payable to the Human Resource Services

Internal Service Fund on a basis established by the Commissioner of Human

Resources and with the approval of the Secretary of Administration.

(b)(1) There is

established in the Department of Human Resources  a Human Resource Services Internal Service

Fund to consist of revenues from charges to agencies, departments, and similar

units of Vermont State government and to be available to fund the costs of the

consolidated human resource services in the Department of Human Resources.

(2) The rate of

the charges shall be proposed by the Commissioner of Human Resources, subject

to the approval of the Secretary of Administration. Proposed rates of charges

shall be based upon the cost of operations associated with human resource

services provided to agencies, departments, and similar units of Vermont State
