A program provider may request an administrative hearing in
accordance with Chapter 91 of this title (relating to Hearings Under
the Administrative Procedure Act) and I TAC Chapter 357, Subchapter
I (relating to Hearings Under the Administrative Procedure Act) if
DADS takes or proposes to take the following action:
  (1) vendor hold;
  (2) contract termination;
  (3) recoupment of payments made to the program provider;
or
  (4) denial of a program provider's request for payment.
