Tasks assigned to the committee include:
  (1) Study and make recommendations for the appropriate
funding levels for each formula;
  (2) Study and make recommendations for modification
to the formulas that will increase effectiveness and efficiencies
of the programs delivered;
  (3) Identify funding incentives that would support
the achievement of the state's goals outlined in the long-term master
plan for higher education authorized in the Texas Education Code, §61.051(a-2);
and
  (4) Any other charges issued by the Commissioner of
Higher Education.
