WVC 5-1-1

§5-1-1. Arrest or deportation of persons during war.

The governor may cause to be apprehended and imprisoned, or

may compel to depart from this state, all suspicious subjects,

citizens, agents or emissaries of any foreign state or power at war

with the United States.
