NECESSITY,
FUNCTION, AND CONFORMITY: KRS 350.600 requires the cabinet to adopt
administrative regulations for oil shale operations. This administrative
regulation provides for incorporation by reference of documents referred to in
these administrative regulations.
Section 1.
