Unless otherwise provided for in the Act or this chapter, the Texas Rules of Civil Procedure and the Texas Rules of Civil Evidence may be applied to govern procedural matters in proceedings before the department where, in the determination of the commissioner or the administrative law judge, such rules are practicable.
