wind energy conversion facility that is approved as eligible under this section but is not opera- tional within eighteenmonths due to the unavailability of necessary equipment shall be grant- ed an additional twelvemonths to becomeoperational. A facility that is granted and thereafter loses approval may reapply to the board for a new determination.

DIVISION V EFFECTIVE DATE

Sec. 9. EFFECTIVEDATE. This Act, being deemed of immediate importance, takes effect upon enactment.

OFFICE OF GRANTS ENTERPRISE MANAGEMENT — FUNDING

ANACTmodifying provisions relating to utilization of indirect cost reimbursements in appro- priations to the office of grants enterprise management of the department of manage- ment, and making an appropriation.

Be It Enacted by the General Assembly of the State of Iowa:

Section 1. Section 8A.505, subsection 2, Code 2005, is amended to read as follows: 2. There is appropriated annually from the increase in indirect cost reimbursements over

the amount of indirect cost reimbursements received during the fiscal year beginning July 1, 2002, to theoffice of grants enterprisemanagement of thedepartment ofmanagement the sum of up to one hundred twenty-five thousand dollars for the expenses of the office, and annually for the fiscal period beginning July 1, 2006, and ending June 30, 2008, the sum of thirty-five thousand dollars to provide grant identification and writing assistance to state agencies. The director shall transfer the funds appropriated to the department of management as provided in this subsection and shall make the funds resulting from the increase in reimbursements available during the fiscal year to the department of management on a monthly basis. If the amount of the increase in indirect cost reimbursements is insufficient to pay themaximumap- propriation provided for in this subsection, the amount appropriated is equal to the amount of such increase.
