SUPPLEMENTAL APPROPRIATIONS — VETERAN AND ARMED FORCES MEMBER HOME OWNERSHIP ASSISTANCE

AND INJURED VETERANS GRANTS

ANACTmaking supplemental appropriations for the home ownership assistance and injured veterans grant programs for Iowa residentswho are eligiblemembers ormilitary veterans of the armed forces of the United States and providing an effective date.

Be It Enacted by the General Assembly of the State of Iowa:

Section 1. 2006 IowaActs, chapter 1184, section 5, is amendedby adding the followingnew subsections: NEW SUBSECTION. 3. HOME OWNERSHIP ASSISTANCE PROGRAM For transfer to the Iowa finance authority to be used for continuation of the homeownership

assistance program for persons who are or were eligible members of the armed forces of the United States, implemented pursuant to 2003 Iowa Acts, chapter 179, section 21, subsection 5, as amended by 2005 Iowa Acts, chapter 161, section 1, and chapter 115, section 37, and con- tinued in accordancewith 2006 Iowa Acts, chapter 1167, sections 3 and 4, and this subsection:

$ 2,000,000. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . a. The Iowa finance authority shall give priority to processing the applications for assis-

tance received after the original allotment of funding for the program was exhausted. b. Thehomeownership assistance programshall continue to bedirected topersonswhoare

eligible members of the armed forces of the United States. In the event an eligible member is deceased, the surviving spouse of the eligible member shall be eligible for a loan under the program, subject to the surviving spousemeeting the program’s eligibility requirements other than the military service requirement. For the purposes of this subsection, “eligible member of the armed forces of theUnited States”means a resident of this statewho is orwas amember of the national guard, reserve, or regular component of the armed forces of the United States who has served at least ninety days of active duty service during the period beginningSeptem- ber 11, 2001, and ending June 30, 2008. c. Notwithstanding section 8.33, moneys appropriated in this subsection that remain unen-

cumbered or unobligated at the close of the fiscal year shall not revert but shall remain avail- able for expenditure for the purposes designated until the close of the fiscal year beginning July 1, 2008. NEW SUBSECTION. 4. INJURED VETERANS GRANT PROGRAM For continuation of the injured veterans grant program in accordance with section 35A.14,

for providing hardship grants to military veterans seriously injured in a combat zone since September 11, 2001:

Sec. 2. EFFECTIVEDATE. This Act, being deemed of immediate importance, takes effect upon enactment.
