The Ohio department of youth services (ODYS) and the Ohio department of rehabilitation and correction (ODRC) shall assure that students in schools under the jurisdiction of ODYS and ODRC receive a general education of high quality.

(A) The ODYS school district and schools under the jurisdiction of ODYS and the ODRC school district and schools under the jurisdiction of ODRC shall assure that students are provided a general education of high quality by showing compliance with rules 3301-35-01 to 3301-35-07 of the Administrative Code (the operating standards for kindgergarten to twelfth grade), rules 3301-51-01 to 3301-51-11 of the Administrative Code (the Ohio operating standards for the education of children with disabilities), and rule 3301-35-10 of the Administrative Code, except that:

(1) The roles and responsibilities that apply under the rules described in paragraph (A) of this rule to a local board of education shall be carried out by the ODYS and ODRC school districts or by ODYS and ODRC;

(2) The ODYS and ODRC school districts may exclude a student's participation in a course, program, field trip, or activity that involves travel outside of the ODYS and ODRC school districts or that involves a student's participation in or enrollment in distance learning or a course, program, or activity other than those offered by the ODYS and ODRC school districts;

(3) The ODYS and ODRC school districts may limit, as it deems appropriate and in accordance with rules 3301-51-01 to 3301-51-11 of the Administrative Code, paragraph (E) of rule 3301-51-05 of the Administrative Code and paragraph (I) of rule 3301-51-07 of the Administrative Code, the district's interaction or communication with parents of students enrolled in the ODYS and ODRC school districts and with the communities in which the districts' schools are located; and

(4) The ODYS and ODRC school districts are exempt from requirements that apply to grade levels not included in the ODYS and ODRC schools.

(B) An ODYS or ODRC school that does not meet the requirements set forth in paragraph (A) of this rule shall be subject to the provisions of paragraphs (H) and (I) of rule 3301-35-11 of the Administrative Code.
