(A) At those public service facilities operated by the division or operated under authority of section 1501.09 of the Revised Code by a concessionaire, the rental rates, fees and all other charges made by the operator to the public for goods or services shall be priced similar to and in conformance to the common rates charged by other similar outlets for such goods or services or as approved by the director or chief of the division pursuant to the terms and conditions of the concessionaire's lease or contract.

(B) In the event the division is required to take over and operate any public service facility which has been operated by a concessionaire, the division shall collect the same rental rate, fee or other charges as the concessionaire.
