(a) Cleanup at collection point. The person operating the collection system shall provide for prompt cleanup of all spillages caused by the collection operation. (b) Cleanup along route. Persons transporting solid waste shall not discharge or allow the discharge of solid waste from the vehicle on the way to the municipal solid waste facility. If a discharge of waste occurs during transportation, the transporter shall take immediate action to contain the waste and to clean up and remove the discharged waste to an approved solid waste management facility.
