Petitions. Any interested person may submit a written petition to the executive director or the Board requesting the adoption of a rule. Within 60 days of the receipt of the petition, the executive director will either:   (1) Send written reasons to the interested party stating the reasons for not submitting the matter to rulemaking proceedings; or   (2) Initiate rulemaking procedures as governed by the Texas Government Code Chapter 2001.
