If independent investigation or extrinsic evidence relating to any public securities proceedings indicates to the attorney general the need, in his judgment, for other or additional showings by the issuer to satisfy any legal requirement precedent to the approval of such proceeding, approval of such proceedings and the issue subject thereof may be withheld pending such showings being furnished to the attorney general.
