This chapter governs the procedures of the State Office of
Administrative Hearings (SOAH) for parties to advance security for
costs and for administrative law judges to assign responsibility for
costs incurred in hearings conducted at SOAH in Medicaid payment-hold
actions brought under Texas Government Code §531.102 and in Medicaid
recoupment actions brought under Texas Government Code §531.1201.
