(a) Authority. Authority for this subchapter is provided in House Bill 1, General Appropriations Act of the 80th Texas Legislature, §55, (III-58). (b) Purpose. The purpose of this program is to encourage outstanding high school graduates who graduate within the top 10 percent of their high school graduating classes to attend a public college or university in Texas.
