The department may waive any prerequisite to obtaining a registration
for your foreign agency:
  (1) after reviewing your foreign agency's credentials and determining
that it holds a valid registration or other authorization from another state
whose requirements are substantially equivalent to those imposed under Chapter
396; or
  (2) after determining that your foreign agency has a valid
registration or other authorization from another state with which this state
has a reciprocity agreement.
