A client eligible for services under this chapter must be either
a child with a health condition/health risk or a pregnant woman with
a high-risk condition who:
  (1) is Medicaid-eligible in Texas;
  (2) is in need of Case Management for Children and
Pregnant Women services; and
  (3) desires such services.
