Officials
The officials of boxing matches shall consist of a referee, timekeeper, announcer, three judges, physician(s) and representatives of the Superintendent and the Oregon State Boxing and Wrestling Commission Section. The referee, Representatives, three judges and timekeeper shall be assigned by the Director. The club may, with the approval of the Director, select the announcer at boxing contests or exhibitions held under the auspices of the club.

Continuous Presence of Physician
(1) The assigned Oregon State Boxing and Wrestling Commission Section physicians shall sit at the ring apron at all boxing bouts. No bout shall be allowed to proceed unless the physician is in this seat. The physician shall be prepared to assist if any serious emergency shall arise, and shall render temporary or emergency treatments for cuts and minor injuries sustained by the contestants. A physician must remain at the facility until the completion of the post-fight examinations of all contestants on the card.
(2) No manager or second shall attempt to render aid to a boxer during the course of a round before the physician has had an opportunity to examine the boxer who may have been injured. Time out shall be called for such examination.

Contestants Must Report
Contestants shall report to the chief inspector at least one hour before the scheduled time of the first match. All contestants must be ready to enter the ring immediately upon the finish of the preceding bout.

Conduct of Seconds; Between Round Care
(1) Only one person will be allowed in the ring with the boxer between rounds and two people licensed as seconds on the apron. Only a licensed Class A second is permitted to treat cuts.
(2) The only substances and materials allowed in the corner are:
(a) Ice;
(b) Water;
(c) Cotton swabs;
(d) Gauze pads;
(e) Clean sponge;
(f) Clean towels;
(g) Adrenalin 1:1000, Avitene or Thrombin;
(h) Vaseline;
(i) Medical Diachylon tape;
(j) Enswell;
(k) Bandage scissors;
(l) Oral Airway;
(m) 1:10 solution of Clorox and water.

Fouls in Boxing
(1) Hitting below the belt.
(2) Hitting an opponent who is down or is getting up after being down.
(3) Holding an opponent with one hand and hitting with the other.
(4) Holding or deliberately maintaining a clinch.
(5) Wrestling or kicking.
(6) Striking an opponent who is helpless as a result of blows and so supported by the ropes that such opponent does not fall.
(7) Butting with the head or shoulder or using the knee.
(8) Hitting with the open glove, or with the butt of the hand, the wrist, or the elbow, any backhand blows.
(9) Purposely going down without being hit.
(10) Striking deliberately at that part of the body over the kidneys.
(11) The use of the pivot blow or the deliberate use of the rabbit punch.
(12) Jabbing the opponent's eyes with the thumb of the glove.
(13) The use of abusive language in the ring.
(14) Any unsportsmanlike trick or action causing injury to an opponent.
(15) Hitting on the break.
(16) Hitting after the bell has sounded ending the round.
(17) Roughing at the ropes.
(18) Pushing an opponent about the ring or into the ropes.
(19) Striking a blow during intervention by the referee.

Intentional Fouling
Any boxer guilty of intentional foul tactics in a boxing contest may be disqualified and the boxer's purse, if applicable, withheld from payment, and the boxer shall be automatically suspended. Disposition of the purse, if applicable, and the penalty to be imposed upon the boxer shall be determined by action of the Superintendent.

Unintentional Fouling
(1) If a bout is stopped because of unintentional fouling, the referee shall determine whether the boxer who has been fouled can continue or not. If the boxer's chances have not been seriously jeopardized as a result of a foul, the referee may order the bout continued after a reasonable interval. Before the bout resumes, the referee shall inform the judges of the determination that the foul was accidental.
(2) If the referee determines that the bout may not continue because of an injury suffered as a result of an accidental foul, the bout must be declared a draw if the foul occurs during the first 3 rounds.
(3) If an accidental foul renders a boxer unable to continue the bout after the third round, the outcome must be determined by scoring the completed rounds and the round during which the referee stops the bout.
(4) If an injury inflicted by an accidental foul later becomes aggravated by fair blows and the referee orders the bout stopped because of the injury, the outcome must be determined by scoring the completed rounds and the rounds during which the referee stops the bout.
(5) No contestant may be awarded a contest based on an unintentional foul. If a contestant is unable to continue as a result of an unintentional foul the contestant has received, the contest may be terminated but no decision shall be rendered and the purses, if applicable, of both contestants shall be withheld from payment pending further review.

Unfair Practices Likely to Cause Injury
Referees shall not permit unfair practices that may cause injuries to a contestant, and are held strictly responsible for the enforcement of the rules. The only fair blow is a blow delivered with the padded knuckle part of the glove on the front or sides of the head and body above the belt. After sufficient warning has been given the referee shall punish persistent disregard of the rules as provided in OAR 230-080-0090.

Penalizing Contestant
(1) The referee may penalize any contestant who fouls an opponent during a contest, by charging such contestant with the loss of points, whether such foul or fouls are intentional or unintentional. However, the referee shall use discretion in determining the number of points, if any, chargeable against the contestant in each instance, depending upon the severity or harmlessness of the foul and its effect upon the opponent. The referee shall indicate on the official scorecard supplied by the Director the number of points taken away from a contestant in any and all rounds in which the referee may find it necessary to charge a contestant with such loss. The referee shall, at the conclusion of each round, notify the judges of the number of points to be deducted in accordance with this determination.
(2) When necessary to deduct points because of fouls or other infractions of the rules, the referee shall warn the offender and at the end of the round notify both contestants of any penalties which may be assessed against either contestant.
(3) Points deducted for any foul or infraction of the rules shall be deducted in the round in which they occur. No contestant shall be penalized in a later round by virtue of a previous foul or infraction of the rules.
(4) The referee may disqualify a contestant for persistent fouling, in which case the referee must explain the disqualification in the referee's report.
(5) Should a contestant lose a mouthpiece during a round, the bout will be stopped, the mouthpiece washed and replaced and a point deducted from that contestant's score. No contestant shall be allowed to box without mouthpiece.

The Referee Shall Have Power to Stop Contest
(1) The referee shall have the power to stop a contest at any stage if the referee considers it too one-sided, or if either contestant is in such condition that to continue might subject the contestant to serious injury. There shall be no standing eight-count and the bout may not resume.
(2) Should both contestants be in such condition that to continue might subject them to serious injury, the referee shall render a technical draw if the bout is stopped in the first round. A majority rule of the scorecards shall be used if the contest goes beyond the third round.
(3) In cases where a contestant receives a cut eye from a fair blow or an unintentional butt or any other injury which the referee believes may incapacitate the contestant, the referee shall call into the ring the ringside physician for examination of the contestant. Time shall be called during the examination.

Procedure for Failure to Compete
In any case where the referee decides that the contestants are not honestly competing, that the knockdown is a "dive" or the foul a prearranged termination of the bout, the referee shall stop the bout. Purses, if applicable, shall be withheld pending investigation and disposition of the funds by the Superintendent. The announcer or referee shall inform the audience that no decision has been rendered.

Failure to Resume Boxing
No contestant shall leave the ring during any one minute rest period between rounds. Should any contestant fail or refuse to resume boxing when the gong sounds denoting the commencement of the next succeeding round, the referee shall award a TKO decision to the opponent as of the round which has been finished, unless the circumstances indicate to the referee the requirement for investigation or punitive action, in which event the referee shall not give a decision and shall refer the matter to the Director in the referee's written report. The purses, if applicable, of the contestants shall be withheld pending investigation and disposition of the funds by the Superintendent.

Method of Counting Over a Boxer Who is Down
(1) When the contestant is knocked down or as the result of a punch is knocked through the ropes the referee shall order the opponent to retire to the farthest neutral corner of the ring, pointing to the corner, and immediately begin the count over the contestant who is down. The referee shall audibly announce the passing of the seconds, accompanying the count with an arm motion, the downward motion indicating the end of each second. No contestant who is knocked down shall be allowed to resume boxing until the referee has finished counting eight. The contestant may take the count either on the floor or standing. The timekeeper, by effective signaling, shall give the referee the correct one-second interval for the count. The referee's count is the official count.
(2) Should the opponent fail to stay in the farthest neutral corner, the referee shall cease counting until the opponent has returned to it, and then go on with the count from the point from which it was interrupted. If the contestant who is down rises before the count of eight, the referee shall step between the contestants. If, after the count of eight, the referee is assured that the contestant who has just regained his feet, is in a fit condition to continue, the referee shall order the bout to continue. Should a contestant who is down arise before the count of ten is reached, and go down immediately without being struck, the referee shall resume the count where it was left off.
(3) If the contestant taking the count is still down when the referee calls the count of ten, the referee shall wave both arms to indicate that the contestant has been knocked out, and shall raise the hand of the opponent as the winner.
(4) If both contestants go down at the same time, counting shall be continued as long as one of them is still down. If both contestants remain down until the count of ten the contest shall be stopped.
(5) If at the end of any round including the last round a contestant is down and the referee is in the course of counting, the gong indicating the end of the round will not be sounded.
(6) The referee may, at his discretion, terminate the count at any time.

When a Contestant Shall Be Deemed Down
(1) A contestant shall be deemed to be down when any part of the contestant's body except the feet, is on the floor, unless determined otherwise by the referee, or if the contestant is hanging helplessly over the ropes. A referee may count a contestant out either on the ropes or on the floor.
(2) When a contestant is knocked down three times in any one round, the contest will be automatically terminated. The contestant scoring the knockdowns shall be the winner by technical knockout. The referee shall have the authority to stop a contest at any time if a contestant is defenseless.

When Contestant Falls From Ring During Round
(1) A contestant who has been wrestled, pushed, or has fallen through the ropes during a contest may be helped back by anyone and the referee shall allow a reasonable time for the return. When on the ring platform outside the ropes, the contestant shall enter the ring immediately, and the contestant may either resume the contest or take a count which in the latter case shall be started by the referee as soon as the fallen contestant is back in the ring.
(2) Should the contestant stall for time outside the ropes, the referee shall start the count without waiting for the contestant to re-enter the ring.
(3) When one contestant has fallen through the ropes, the other shall retire to the farthest neutral corner and stay there until ordered to continue the contest by the referee.
(4) A contestant who deliberately wrestles or throws an opponent from the ring or who hits when the opponent is partly out of the ring, and prevented by the ropes from assuming a position of defense may be penalized.

Boxers Knocked Out
(1) A boxer who has been knocked out shall be kept in a prone position until the ringside physician orders otherwise. When a boxer is knocked out, no one is to touch the boxer, except the referee or chief second who will remove the mouthpiece, until the ring physician enters the ring and personally attends the fallen boxer, and issues such instructions as the physician sees fit to the boxer's handlers. If a boxer has been knocked out or if a technical knockout decision has been rendered against the boxer by the referee, such boxer shall be placed on the ill and unavailable list for such a period of time as ordered by the ringside physician or any certified Boxing and Wrestling Commission Section physician who may examine the boxer, but such period of time shall not be less than 30 days.
(2) Such a boxer shall not be permitted to engage in any contact boxing during this period without the approval of the Boxing and Wrestling Commission Section physician.
(3) Whenever the referee has stopped a contest because he considers a contestant to be defenseless, such contestant shall be deemed to have been knocked out for purposes of the impositions of medical suspensions.

Wiping Gloves
Before a boxer resumes boxing after having been knocked or having fallen or slipped to the floor, the referee shall wipe any accumulated resin from the boxer's gloves with a damp towel or on the referee's shirt.

Scorecard to Referee and Judges
The Superintendent's Representative in charge at all boxing shows shall, before the start of each bout, give the judges the regulation scorecard. The judges shall score each round of the bout on the card and sign it. At the discretion of the Director, individual round scorecards may be used in contests and, if so used, shall be picked up at the end of each round by the referee and delivered to the ringside inspector. At the conclusion of the contest, the Superintendent's Representative may then show the cards to accredited press representatives and immediately thereafter mail or deliver the score cards with the remainder of the required reports to the Director's office.

Method of Judging
(1) Judges shall score all contests and determine the winner through the use of the ten point must system. In this system the winner of each round receives ten points and the opponent receives nine or less. If the round is even, each contestant receives ten points. No fraction of points may be given. A clean knockdown should be scored heavily.
(2) The referee shall advise the judges of a foul as soon as it occurs, and the number of points to be deducted. This should be done at the time the foul occurs. Judges shall clearly write their decision concerning the foul and sign the individual round scorecards.
(3) In case a point has been deducted by the referee, the appropriate score is marked and the penalty then shown -1 or -2 at the side for final tally.
(4) At the end of each round, the referee shall pick up the scorecard from each judge. The referee shall then deliver the cards to the Superintendent's Representative assigned to maintain the master scorecard. The Superintendent's Representative shall then total the score. The majority opinion shall be conclusive, but if there is no majority then the decision shall be a draw. The Superintendent's Representative shall inform the ring announcer of the decision and the ring announcer shall announce the decision.

Announcing Winner

Change of Decision
(1) A decision rendered at the termination of any contest is final and shall not be changed unless following the rendition of a decision the Superintendent determines that any one of the following occurred:
(a) There was collusion affecting the result of any contest;
(b) The compilation of the scorecard of the referee or referee and judges shows an error which would mean that the decision was given to the wrong contestant;
(c) There was a clear violation of the laws or rules and regulations governing boxing and wrestling which affected the result of any contest.
(2) If the Superintendent determines that any of the above occurred with regard to any contest, then the decision rendered shall be changed as the Superintendent may direct.

Post-Bout Medical Examinations
At the conclusion of a contest, the ringside physician will issue to the boxer or the boxer's manager a post-bout medical and recommendation form. The boxer or manager must obtain the form and comply with the recommendations, presenting the form at the boxer's next weigh-in. The medical disqualifications and rest periods in these sections shall apply to a boxer regardless of whether the boxer's most recent contest occurred in Oregon or outside the state of Oregon.

Seconds - Number
(1) Each contestant may have three seconds of the contestant's choice and each such second while assisting in the boxer's corner shall present a neat and tidy appearance. Each contestant shall have one second licensed as a second (Class A).
(2) Seconds shall leave the ring enclosure at the sound of the timekeeper's whistle. They shall leave the ring platform and remove all obstructions, including stools, buckets, and equipment promptly when the gong sounds for the beginning of each round. None of these articles shall be replaced on the ring floor until the gong has sounded the end of a round.
(3) Seconds are forbidden to toss a towel or any other object into the ring in token of defeat of their boxer.

Monsel's Solution: Other Modalities
Substances such as Monsel's Solution, other iron or bismuth compounds, collodion, silver nitrate, ammonia or smelling salts, will not be used and the use of such modalities will result in disqualification, suspension or fine of the boxer, manager, trainer, or second.

Excessive Lubricant and Dehydration
(1) The use of excessive lubricant on the body, arms, or face of a boxer will not be tolerated.
(2) Only water will be permitted for the treatment of dehydration of a boxer between rounds. Honey, electrolyte solutions, glucose, sugar, or any other substance mixed with water is prohibited.

Use of Surgical Gloves
The Commission or ringside physician may require that referees and seconds wear surgical rubber gloves during all contests. Violation of this requirement may result in the ejection of the offender from the ring corner and may result in the disqualification of the contestant involved.

Violation of the Provisions of 230-080-0035 and 230-080-0260 Through 230-080-0330
Violations of the provisions of 230-080-0035 and 230-080-0260 through 230-080-0280 may result in disqualification of the offender's contestant or ejection of the offender from the venue in which the card is taking place including the parking lot and any other building or structures adjacent to the venue used in any way for the conduct of the card. Such ejection shall persist for the duration of entire card. The ejection may be ordered by the referee or by the Director.

Contestants' Appearance
All contestants shall be clean and present a tidy appearance. It shall be at the sole discretion of the Unit physician member to determine whether facial adornments (mustaches, goatees, excessive sideburns) and length of hair presents any potential hazard to the safety of the contestant or the opponent, or will interfere with the supervision and conduct of the contest.

Boxer's Equipment
(1) Each boxer on a program shall wear ring equipment selected and approved by the Director, and such equipment shall include an abdominal guard, a pair of trunks, shoes, and approved mouthpiece.
(2) Approved mouthpiece shall mean a custom-made individually fitted mouthpiece.
(3) In addition, female boxers shall also include a breast protector and body shirt with their ring equipment.
