The purpose of incentive awards is to reward Boards or AEL
grant recipients that meet or exceed the performance benchmarks identified
in each incentive award and accomplish the Commission's goals to fulfill
the workforce needs of employers and to put Texans to work. The Board
and AEL grant recipient are responsible for providing strategic and
operational planning for its workforce area. The development of an
integrated and coherent workforce development system at the local
level is the primary focus of Boards. Thus, this policy seeks to recognize
Boards or AEL grant recipients for achieving high performance as a
system, as well as high performance on behalf of employers and the
populations annually targeted by the Commission during the budget
process. Incentives will emphasize accountability, high performance,
and continuous improvement and support the state in achieving workforce
development goals.
