      STATUTORY AUTHORITY: KRS 151B.035

      NECESSITY, FUNCTION, AND CONFORMITY: KRS

151B.035 requires the executive director to promulgate comprehensive administrative

regulations consistent with KRS 151B.035, which govern the various types of

appointments, such as probationary, emergency, seasonal, and temporary. This

administrative regulation establishes the requirements relating to special

appointments in the Office of Career and Technical Education.

 

      Section 1. Filling of Vacancies. All

vacancies in the certified and equivalent personnel system which are not filled

by promotion, transfer, demotion, or probationary appointment shall be filled

by reemployment, reinstatement, seasonal appointment, temporary appointment, or

emergency appointment.

 

      Section 2. Seasonal, Temporary, and

Emergency. Seasonal, temporary, and emergency appointments may be made by the appointing

authority or his designee without regard for the minimum requirements of the

position.

 

      Section 3. Detail to Special Duty. (1) If

the services of a limited or continuing status employee are needed in a

position other than the position to which regularly assigned, the employee may

be detailed to that position for a period not to exceed one (1) year with prior

approval of the appointing authority or his designee.

      (2) For detail to special duty, the

appointing authority or his designee may waive the minimum requirements.

 

      Section 4. Dual Appointments. The

appointing authority or his designee may authorize appointments of employees
