Judicial review of actions--administrative review required--interpretation of administrative actions.

236.480. 1. All final decisions, orders, actions or determinations made

pursuant to the provisions of sections 236.400 to 236.500 are subject to

judicial review pursuant to the provisions of chapter 536. No judicial

review shall be available, however, until all administrative remedies are

exhausted.



2. In any suit filed pursuant to section 536.050 concerning the validity

of the standards, rules, guidelines and regulations promulgated hereunder,

the court shall review the record made pursuant to their adoption to

determine the validity and reasonableness of such standards, rules,

guidelines and regulations and may hear such additional evidence as it deems

necessary.
