The following words and terms, when used in this subchapter, have the following meanings, unless the context clearly indicates otherwise:   (1) Board--The Texas Board of Mental Health and Mental Retardation.   (2) Department--The Texas Department of Mental Health and Mental Retardation (TDMHMR).   (3) Facility--Any state hospital, state school, state center, or state-operated services (SOCS) operated by the department.   (4) Local authority--An entity to which the Texas Board of Mental Health and Mental Retardation delegates its authority and responsibility within a specified region for the planning, policy development, coordination, resource development and allocation, and/or for supervising and ensuring the provision of mental health community services to people with mental illness and/or mental retardation services to persons with mental retardation in one or more local service areas.
