§956. The comprehensive plan








1. Guide for boundaries. 
The comprehensive plan submitted to the 106th Legislature by the Saco River Environmental
Advisory Committee must be used as a guide by the planning boards of the municipalities within the corridor
in making recommendations for district boundaries and by the commission in establishing
final boundaries. The comprehensive plan may not be regarded as a final and complete design for the future of the land and water
areas within the corridor, but as the basis of a continuing planning process to be
carried out by the commission in conjunction with local officials, regional planning
districts, councils of government and the Department of Agriculture, Conservation and Forestry.

2. Prerequisites to amendment or revision. 
The commission shall not amend or revise the comprehensive plan, unless:





A. The proposed amendment or revision has been submitted to the Southern Maine Regional
Planning Commission, the Greater Portland Council of Governments and other appropriate
agencies, which shall forward their comments and recommendations, if any, to the commission

B. The proposed amendment or revision has been submitted to the Department of Agriculture, Conservation and Forestry, which shall forward its comments and recommendations, if any, to the commission

3. Basis for amendment or revision. 
The commission shall have the authority, after notice and public hearing, to revise,
expand or amend the comprehensive plan on the basis of new information, improved professional
techniques or changing conditions in the corridor.
