The Department of the Environment, being a department designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the control of air pollution, in exercise of the powers conferred by that section, and of all other powers enabling it in that behalf, hereby makes the following regulations:

Citation, commencement and interpretation

1.—(1) These regulations may be cited as the Air Quality Standards (Amendment) Regulations (Northern Ireland) 1996 and shall come into operation on 1st March 1996.

(2) In these regulations “the principal regulations” means the Air Quality Standards Regulations (Northern Ireland) 1990(3).

Amendment of the principal regulations

2.  In regulation 7 of the principal regulations after the words “to ensure that”, there shall be inserted the words “throughout Northern Ireland”.

Explanatory Note

(This note is not part of the Regulations.)
These Regulations amend regulation 7 of the Air Quality Standards Regulations (Northern Ireland) 1990 (“the principal regulations”).
Regulation 7 of the principal Regulations (limit values for nitrogen dioxide in the atmosphere) implemented in Northern Ireland provisions of Council Directive 85/203/EEC on air quality standards for nitrogen dioxide (“the Directive”). Regulation 2 inserts the phrase “throughout Northern Ireland” after the words “to ensure that” in regulation 7 of the principal regulations.
