The Jobseekers (1995 Order) (Commencement No. 1) Order (Northern Ireland) 1996

The Department of Health and Social Services, in exercise of the powers conferred on it by Article 1(2) of the Jobseekers (Northern Ireland) Order 1995(1) and of all other powers enabling it in that behalf, hereby makes the following Order:
Citation and interpretation
1.—(1) This Order may be cited as the Jobseekers (1995 Order) (Commencement No. 1) Order (Northern Ireland) 1996.
(2) In this Order, “the Order” means the Jobseekers (Northern Ireland) Order 1995.
Appointed days
2. The day appointed for the coming into operation of—
(a)Articles 1 (title and commencement), 2 (interpretation), 11(13) (meaning of “employment officer”), 21(10)(a) (meaning of “employment officer”), 31 (pilot schemes), 36 (regulations and orders) and 37 (assembly, etc. control) of the Order, is 5th February 1996;
(b)the provisions of the Order specified in the Schedule for the purpose only of authorising the making of regulations, is 5th February 1996;
(c)Articles 29 and 35(3) and (7) of the Order (employment of long-term unemployed: deductions by employers)—
(i)for the purpose only of authorising the making of regulations, is 5th February 1996, and
(ii)for all other purposes, is 6th April 1996;
(d)Article 30 of the Order (expedited claims for housing benefit)—
(i)for the purpose only of authorising the making of regulations, is 5th February 1996, and
(ii)for all other purposes, is 1st April 1996;
(e)Articles 34 (inspection), 35 (offences) and 38(3) (financial arrangements) of the Order and paragraph 24 of Schedule 2 to the Order (questions for adjudication by the Department) and Article 40(2) of the Order in so far as it relates to it, is 6th April 1996.

Explanatory Note
(This note is not part of the Order.)
This Order provides for the coming into operation on 5th February 1996 of provisions in the Jobseekers (Northern Ireland) Order 1995 (“the Order”) authorising the making of regulations.
It further provides—
(a)for Article 31 of the Order, which relates to the making of pilot schemes, to come into operation on 5th February 1996;
(b)for the provisions in Article 30 of the Order, which relate to expedited claims for housing benefit, to come into operation on 1st April 1996;
(c)for the provisions of Articles 29 and 35(3) and (7) of the Order, which relate to deductions which may be made by employers when they employ long-term unemployed people, to come into operation on 6th April 1996;
(d)for Articles 34 (inspection) and 35 (offences) of the Order, and the provisions of the Order relating to finance and Departmental questions, also to come into operation on 6th April 1996.
