The Secretary of State for Transport makes this Instrument in exercise of powers conferred by section 106(3) of the Highways Act 1980(1) and now vested in him(2) and of all other powers enabling him in that behalf:

1.  This Instrument may be cited as “The Leeds City Council (Hunslett Viaduct) Scheme 1992 Confirmation Instrument 1996” and shall come into force on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980.

2.  The Leeds City Council (Hunslet Viaduct) Scheme 1992 (“the Scheme”) is hereby confirmed with modifications.

3.  The Scheme as confirmed is set out in the Schedule hereto and copies of the Scheme with its accompanying plans as modified are deposited at the offices of the Department of Transport and at the offices of the Leeds City Council, Legal Services, Room 213, Civic Hall, Leeds LS1 1UR and at the offices of the City Engineer, Leeds City Council, 2nd Floor, Dudley House, 122 Albion Street, Leeds LS2 8JX.

THE SCHEDULE TO THE SCHEMEPLANS AND SPECIFICATIONS OF HUNSLET VIADUCT

The location and general design of the bridge are shown on the plan numbered SE/5/6/A490/7, marked “The Leeds City Council (Hunslet Viaduct) Scheme 1992” sealed with the Common Seal of the Council and deposited at the offices of the Leeds City Council, Chief Legal Officer, Room 213, Civic Hall, Leeds LS1 1UR, and of the Secretary of State for Transport, Government Office for the North East, Local Authority Orders, Wellbar House, Gallowgate, Newcastle upon Tyne, NE1 4TD.
Points of Commencement and Termination

From a point on the northern bank of the River Aire, 69 metres south west of the junction of South Accommodation Road with Bridgewater Road and 18 metres south east (downstream) of the south west corner of the existing South Accommodation Road Bridge).

Span

A single span over the river varying between 42.1 metres upstream and 37.5 metres downstream.

Headway

A minimum headway of 5.400 metres above normal water level of 22.50 metres (AoD) Newlyn over the navigable waterway.

Waterway

The waterway is unaltered and is 33.8 metres upstream and 30.5 metres downstream.

Dimensions

The existing bridge of overall width 17.68 metres providing a carriageway 10.16 metres wide and footways of 2.54 metres at each side, is being replaced. Vehicular traffic and some pedestrians will be served by the new viaduct downstream of the existing bridge. The viaduct tapers at the river crossing and is skewed. Its width measured along the line of piers on the south bank is 44.2 metres; and along the north bank abutment, its width is 33.7 metres. It supports tow 7.30 metre carriageways, merging slip roads of a maximum width of 7.00 metres, a footway of 3.00 metres and reserves. (Pedestrians and cyclists will be able to use a second new bridge on the site of the existing one.)

THE SCHEDULETHE LEEDS CITY COUNCIL (HUNSLETT VIADUCT) SCHEME 1992

THE LEEDS CITY COUNCIL (hereinafter referred to as “the Council”) make this Scheme in exercise of their powers under Section 106(3) of the Highways Act 1980 and of all other enabling powers:
1.  The Council are authorised to construct over the navigable waters of the River Aire the bridge specified in the Schedule to this Scheme as part of the highway which they are proposing to construct between Bridgewater Road and Atkinson Street in the City of Leeds.

2.  This Scheme may be cited as “The Leeds City Council (Hunslet Viaduct) Scheme 1992”.
