The Local Government Act 1988 (Competition) (Housing Management) (England) Regulations 1994 apply those conditions to work consisting of housing management.
Under the 1994 Regulations the Rossendale Borough Council may not carry out more than 95% of such work proposed to be carried out by them without complying, before 1st April 1996, with those conditions. These Regulations postpone the date for such compliance to 1st December 1996.
