The Road Traffic Offenders (Prescribed Devices) Order 1999

The Secretary of State, in exercise of the powers conferred upon him by section 20(9) of the Road Traffic Offenders Act 1988(1), hereby makes the following Order:

1.  This Order may be cited as the Road Traffic Offenders (Prescribed Devices) Order 1999 and shall come into force on 1st March 1999.

2.  The following device is hereby prescribed for the purposes of section 20 of the Road Traffic Offenders Act 1988, that is to say, a device designed or adapted for recording a measurement of the speed of motor vehicles by–

(a)capturing by means of unattended cameras images of the motor vehicle at each of two pre-determined positions on the road;

(b)digitally recording each image and the time at which it is captured; and

(c)calculating the average speed of the motor vehicle over the distance between the two positions mentioned in paragraph (a) above by reference to the times mentioned in paragraph (b) above.

Explanatory Note

(This note is not part of the Order)
This Order prescribes a speed detection device for the purposes of section 20 of the Road Traffic Offenders Act 1988, as substituted by section 23 of the Road Traffic Act 1991 (speeding offences etc.: admissibility of certain evidence). The device prescribed captures and records images of motor vehicles at two positions on the road and calculates the average speed of the vehicles between those positions.
