The M4 Motorway (Hillingdon and Hounslow) (Speed Limits) Regulations 1998

The Secretary of State for Environment, Transport and the Regions, in exercise of the powers conferred by section 17(2) and (3) of the Road Traffic Regulation Act 1984(1), and of all other powers enabling him in that behalf, and after consultation with representative organisations in accordance with section 134(2) of that Act(2), hereby makes the following Regulations:

Citation and commencement

1.  These Regulations may be cited as the M4 Motorway (Hillingdon and Hounslow) (Speed Limits) Regulations 1998 and shall come into force on 30th October 1998.

Prohibitions

2.—(1) No person shall drive a motor vehicle at a speed exceeding 40 miles per hour on the lengths of road specified in Part II of the Schedule to these Regulations.

(2) No person shall drive a motor vehicle at a speed exceeding 50 miles per hour on the lengths of road specified in Part III of the Schedule to these Regulations.

(3) Part I of the Schedule to these Regulations shall have effect for the interpretation of the Schedule.

Revocation

3.  The Motorways Traffic (M4) (Speed Limit) Regulations 1971(3) are hereby revoked.

SCHEDULE

PART IINTERPRETATION

1.  In this Schedule—

“the Heston Service Area access slip road” means the length of motorway linking the Heston Service Area with the eastbound main carriageway of the M4 Motorway;

“the Heston Service Area exit slip road” means the length of motorway linking the eastbound main carriageway of the M4 Motorway with the Heston Service Area;

“the Junction 2 eastbound access slip road” means the length of motorway linking the eastbound carriageway of the A4 Great West Road with the eastbound main carriageway of the M4 Motorway;

“the Junction 2 eastbound exit slip road” means that length of motorway linking the eastbound main carriageway of the M4 Motorway with the eastbound carriageway of the A4 Great West Road;

“the Junction 2 westbound access slip road” means the length of motorway linking the westbound main carriageway of the A4 Great West Road with the westbound main carriageway of the M4 Motorway.

“the Junction 2 westbound exit slip road” means the length of motorway linking the westbound main carriageway of the M4 Motorway with the westbound carriageway of the A4 Great West Road;

“the Junction 3 access slip road” means the length of motorway linking the Junction 3 roundabout with the eastbound main carriageway of the M4 Motorway;

“the Junction 3 exit slip road” means the length of motorway linking the Junction 3 roundabout with the eastbound main carriageway of the M4 Motorway;

“the Junction 3 roundabout” means the roundabout connecting The Parkway (A312) with the main M4 Motorway;

“the Junction 4 access slip road” means the length of motorway linking the Junction 4 roundabout with the eastbound main carriageway of the M4 Motorway;

“the Junction 4 roundabout” means the roundabout connecting the M4 Heathrow Airport Spur Motorway with the main M4 Motorway;

“motorway” has the meaning given in regulation 3(1) of the Motorways Traffic (England and Wales) Regulations 1982(4); and

“the M4 Motorway” means the London—South Wales Motorway (M4).

PART IIROADS AFFECTED BY 40 MILES PER HOUR SPEED LIMIT

2.  That length of the eastbound carriageway of the M4 Motorway from a point 47 metres east of motorway marker post 16.7 to its junction with the A4 Great West Road at Chiswick, a distance of approximately 4.6 kilometres.

3.  That length of the westbound carriageway of the M4 Motorway from its junction with the A4 Great West Road at Chiswick to the centre line of the London Underground bridge carrying the Piccadilly Line over the motorway, a distance of approximately 3.76 kilometres.

4.  The entire length of the Junction 2 eastbound exit slip road, a distance of approximately 344 metres.

5.  The entire length of the Junction 2 eastbound access slip road, a distance of approximately 362 metres.

6.  The entire length of the Junction 2 westbound exit slip road, a distance of approximately 281 metres.

PART IIIROADS AFFECTED BY 50 MILES PER HOUR SPEED LIMIT

7.  That length of eastbound carriageway of the M4 Motorway from a point 46 metres east of motorway marker post 25.1 to a point 47 metres east of motorway marker post 16.7, a distance of approximately 8.4 kilometres.

8.  The entire length of the Junction 3 access slip road, a distance of approximately 704 metres.

9.  The entire length of the Junction 3 exit slip road, a distance of approximately 594 metres.

10.  The entire length of the Heston Service Area access slip road, a distance of approximately 360 metres.

11.  The entire length of the Heston Service Area exit slip road, a distance of approximately 348 metres.

12.  The entire length of the Junction 4 access slip road, a distance of approximately 839 metres.

Explanatory Note

(This note is not part of the Regulations)
These Regulations revoke the Motorways Traffic (M4) (Speed Limit) Regulations 1971 and reduce the speed limits for motor vehicles on certain lengths of the M4 Motorway and its slip roads. Those lengths of the M4 Motorway which are reduced to a speed limit of 40 miles per hour are set out in Part II of the Schedule. Those lengths of the M4 Motorway which are reduced to a speed limit of 50 miles per hour are set out in Part III of the Schedule. Part I of the Schedule contains definitions.
