for the purpose of meeting expenditure necessary to carry on the
services of the Government until the expiration of thirty days from

of the Appropriation Act for the ensuing financial year, whichever
is the earlier date, authorise by warrant the withdrawal of moneys
in an amount not exceeding ten per cent of the total expenditure
authorised by the Appropriation Act for the last past financial year.
