PORTS MANAGEMENT FEES NOTICE 2012
PORTS MANAGEMENT ACT
IN EXERCISE of the powers conferred by section 13(2) of the Ports
Management Act, the Minister for Marine and Ports with the consent of
Cabinet makes the following Notice -
1 The Port Fees and Rates made on 1 October 2003 and published in the Gazette
Supplement No.18 of 2004 is repealed.
2 The Port Fees and Rates described in the Schedule hereto shall be effective in the
Kingdom from 1 July 2012.

HARBOUR, LIGHT AND PILOTAGE DUTIES
All amounts payable shall be calculated on the Gross Registered Tonnage (GRT) of
each vessel. Harbour dues and light dues will be charged, where applicable inwards
only per call or in the case of a vessel being laid up in Tonga, harbour and light dues
will be payable every 3 months at full rates.
Pilotage dues shall be charged separately for inward journeys and separately for
outward journeys and shall be payable whether or not a pilot is used. The minimum
charge will be $150 and the maximum charges will be $1500 for the inward journey,
and the same minimum and maximum charge will be levied and paid separately for
the outward journey.
CRUISE SHIPS
Vessels which arrive in Tonga in the course of a scheduled cruise and which may
only embark or disembark passengers and their luggage.
(a) Harbour Dues $0.11 per GRT
(b) Light Dues $0.05 per GRT
(c) Pilotage $0.10 per GRT
Provided that in the event of Cruise Ships belonging to the same Shipping Line
making a total of three to five visits in a calendar year only 75% of the Light Dues
and Harbour Dues will be charged for such visits and further provided that if such
ships make six to eight visits in a calendar year only 50% of the Light Dues and
Harbour Dues shall be charged, and for nine and above visits in a year, Light and
Harbour Dues of 25% shall be charged for such visits.
CARGO/PASSENGER SHIPS (FOREIGN GOING)
Vessels arriving in Tonga to unload and/or load cargo, and/or discharge and/or
embark passengers.

(b) Light Dues $0.05 per GRT
(c) Pilotage $0.10 per GRT
YACHTS

Including local registered vessels laid up or otherwise and vessels holding current
coasting licenses (not being a temporary coasting license).
(a) Harbour Dues $5.00 per GRT per calendar year or $0.05 per GRT per month
(b) Light Dues $3.10 per GRT per calendar year or $0.40 per GRT per month
OTHER SHIPS
In respect of other vessels half of the total dues required of cargo/ passenger vessels
shall be payable.
SECOND AND SUBSEQUENT PORT OF CALL
Vessels calling at a second and subsequent port in Tonga in the course of the same
voyage, half of the dues shall be payable.
BERTH HIRE (TONNAGE DUTY)
Berth hire chargeable on a vessel lying alongside a wharf.
Description of Vessels:
Charge for each vessel's gross registered
tonnage (GRT).
Each hour (part of an hour is to regard as
1 hour) that the vessel is alongside the

MOORING AND UNMOORING
For each operation of mooring or unmooring, when the service is rendered the following
charges shall apply.

REMOVAL CHARGES
Pilotage removal charge of $150.00 will apply only if a pilot is used. This charge
will cover both outward to another and return.
Mooring and Unmooring. At a rate of 25% of the normal mooring and unmooring
rates will apply to vessels required to move to another.
MOORING IN A HARBOUR LIMIT
The following charges will apply to all vessels moored in or using a harbor basin per
annum or part thereof.
Vessels of 6 meters and above in length $100.00 per annum
Vessels exceeding 6 meters length $250.00 per annum
but licensed for commercial purposes
PILOT DETENTION CHARGES
A charge of $150.00 per hour but not exceeding $1500.00 per day will apply for
time spent by the pilot waiting for a vessel at any time of day or night.
OVERTIME RATE
A charge of $50.00 per day to be paid by all customers who will need the service of
Marine & Ports personnel’s after hours.
OTHER CHARGES
(a) Fresh Water: Foreign going vessel including yachts, $75.00 per usage per
vessel
(b) Electricity: Vessels and/or agent to apply direct the rates from service
provider
(c) Telephone: Vessels and/or agent to apply direct the rates from service
provider
WHARF CLEANING- FOREIGN GOING
Cruise vessels $40.00 per call
Cargo & Tender vessels not discharging cement $60.00 per call
Cargo vessel discharging cement $150.00 per call

WATER SPACE RENTALS, PERMANENT MOORING OR
MARINA BERTHS PERMIT FEES
Rental for use of Buildings, Ports Areas and other facilities will be charged at $10
per square meter per month or part thereof.
A permit shall be issued by the Ministry prior to the installation of a mooring facility
in a zoned harbour area in the Port of Neiafu as follows:
(a) $100.00 annual mooring fee for all private boats that is not involved in
commercial business;
(b) $200.00 annual mooring fee for all commercial businesses except those who
rent moorings;
(c) $300.00 annual mooring fee to companies that are renting moorings only.

WHARFAGE FEES
Wharfage where applicable shall be charged and collected by the Ministry.
Wharfage on petroleum products in bulk:
Per 1000 litres or part thereof $30.00
Wharfage fee per container (TEU)-20FT $150.00
Wharfage fee per container (FEU)-40FT $200.00
Wharfage fee per tonne or part thereof $6.00
PERFORMANCE BOND
Shipping companies or their agents wishing to use Government credit and port
facilities/services shall lodge with the Ministry of Transport a performance bond or
the equivalent in cash equivalent to the value of one ship's call fees. The
performance bond or cash to be lodged with the Ministry shall not be less than
$10,000 except cruise vessels, research vessels and other noncommercial service
vessels.
