3. No vehicle shall be parked — (a) in “Love Lane” Street in the settlement of

Nicoll’s Town at any time; (b) for one hundred and fifty feet either way of “The

Way Side Inn” located on the main road approaching the settlement of Nicoll’s Town; and

(c) for one hundred feet either way of the sharp bend on the main road at Campbell Town in the settlement of Lowe Sound.

4. Whoever commits an offence against the foregoing regulation shall on summary conviction be liable to a penalty not exceeding eighty dollars.

5. (1) Save as hereinafter specified the speed limit for motor vehicles throughout the Nicoll’s Town District of the Island of Andros shall be forty-five miles per hour for motor vehicles other than omnibuses having a seating capacity for more than twenty passengers or motor trucks for which the speed limit shall be thirty miles per hour.

(2) The speed limit for all motor vehicles shall be twenty miles per hour within the limits of settlements in the aforesaid district or along such lengths or parts of any road where it is so indicated by traffic signs.

6. The provisions of regulation 5 of these Regulations shall not apply to any vehicle on an occasion when it is being used for fire brigade, ambulance or police purposes if the observance of these provisions would be likely to hinder the use of such vehicle for the purpose to which it is being used on that occasion.

2. In these Regulations, unless the context otherwise requires —

“Controller” means the Commissioner for the Island of Inagua;

“motor vehicle” means a vehicle which is wholly or partially propelled by mechanical means and which is designed or adapted for use on the roads;

“public place” includes any square, open place, wharf, pier, jetty, building or other place to which the public have access;

“street” includes any road, street, highway, sidewalk, foothpath, alley, lane or thoroughfare;

“vehicle” includes any motor vehicle, carriage, cart, dray, wagon, tricycle, bicycle or other vehicle of two or more wheels, but does not include a baby carriage or perambulator.

3. The provisions of these Regulations shall apply to the Island of Inagua and shall be in addition to any of the provisions of the regulations made under the Road Traffic Act which are applicable to the said Island.

4. (1) Except as specified in these Regulations, a vehicle may be parked in any public place on the Island of Inagua.

(2) No vehicle shall be parked — (a) on any sidewalk, footpath or pathway; (b) on any street in such a way as to obstruct the

access of any other vehicle to any private driveway, private garage, or yard abutting to such street;

(c) on any bend of a street, or in such a position as to be likely to be a nuisance or danger or obstruction to any other vehicle;

(d) within fifteen feet of a corner, provided that where a line is marked on a roadway designating a public parking place a vehicle may park as near the adjacent corner as is indicated by such line;

(e) alongside any vehicle stopped or parked at the edge of a curb of a street;

(f) on the main road leading from Matthew Town to Man-O-War Bay as well as the main road leading from Matthew Town to South East Point, from half-hour after sunset until half- hour before sunrise, except in a case of emer- gency when a vehicle may be parked on the said roads with its parking lights or other warning lights displayed.

(3) No person shall place, maintain or display upon or in view of any road or public place, any unauthorized sign or marking which purports to be, or is an imitation of or resembles an official sign or marking or which attempts to direct the movement of traffic or parking of vehicles or which hides from view or interferes with the effectiveness of any official sign or marking and the Controller is empowered to remove or cause to be removed any such sign or marking.

(4) The Controller is hereby empowered to prescribe in any area where parking is permitted that such parking shall be at an angle with or parallel to the street.

(5) Medical practitioners shall, in cases of emergency only, be exempt from all parking restrictions.

(6) Except when necessary in obedience to traffic regulations or traffic signs or signals, the driver of a vehicle shall not stop, stand or park such vehicle in a street or public place other than headed in the direction of traffic with all wheels of the proper side of the vehicle within eighteen inches of the curb or edge of the street, except upon streets which have been marked or signed for angle parking and then the vehicles shall be parked at the angle to the curb indicated by such mark with the front wheel on the proper side within eighteen inches of the curb or edge of the street.

(7) Without prejudice to the other provisions of these Regulations all parking shall be carried out in such a way as any police officer may direct.

(8) Where lines are marked on the street or public place indicating in what manner parking is allowed vehicles shall be parked accordingly.

5. The following streets in Matthew Town shall be deemed major streets with the rights of way thereon —

(a) Gregory Street; (b) Victoria Street: From South Street to the southern side of the

junction of Victoria Street and Kortwright Street, and the north side of this junction leading in a northerly direction out of Matthew Town to Man-O-War Bay;

(c) Kortwright Street; (d) Meadows Street: From the eastern junction of Meadows Street

and Albert Street to the southern junction of Meadows Street and Kortwright Street;

(e) Albert Street: From the northern junction of Albert Street and

South Street to the southern junction of Albert Street and Kortwright Street and also from the northern junction of Albert and Kortwright Streets to the southern junction of the main road leading to Man-O-War Bay.

All other streets shall be deemed minor streets. 6. Except for the purpose of maintenance, no

person being the driver or person in charge of a vehicle shall allow the same to be ridden, driven or parked on —

(a) the Public Square surrounding the Commissio- ner’s Office Building:

Provided that this paragraph shall not apply to vehicles employed by the post office to convey mail, and the Ministry of Works for maintenance purposes or whenever vehicles are being used for moving freight to or from any vessel anchored near the Government’s dinghy wharf. This paragraph shall not apply to the vehicle of the commissioner or the vehicle of any other person who is employed in the public service, provided that such other person is employed in an office in the Commissioner’s Office Building:

Provided further that this paragraph shall not apply to bicycles or tricycles;

(b) the parade grounds. 7. Whoever commits an offence against any of the

foregoing regulations shall on summary conviction be liable to a fine not exceeding eighty dollars.

8. (1) Vehicles shall not be driven in the settlement of Matthew Town, Inagua, at a speed greater than twenty miles per hour.

(2) No vehicles shall be driven at a speed greater than forty-five miles per hour outside the limits of the said settlement of Matthew Town.

(3) The provisions imposing a speed limit on motor vehicles shall not apply to any vehicle on an occasion when it is being used for fire brigade, ambulance or police purposes if the observance of these provisions would be likely to hinder the use of such vehicle for the purpose to which it is being used on that occasion.

ROAD TRAFFIC AND SPEED LIMIT (KEMP’S BAY, ANDROS) REGULATIONS

(SECTION 43(2)) [Commencement 1st March, 1969]

1. These Regulations may be cited as the Road Traffic and Speed Limit (Kemps Bay, Andros) Regulations.

2. In these Regulations, unless the context otherwise requires —

“District of Kemp’s Bay” means the District of Kemp’s Bay, Andros, as determined by the Minister under the provisions of the Local Government Act;

“traffic sign” means any sign erected by or under the authority of the Controller relating to the control or movement of traffic on any road.

3. (1) Save as hereinafter specified, the speed limit for motor vehicles throughout the District of Kemp’s Bay shall be forty-five miles per hour for motor vehicles other than —

(a) omnibuses having a seating capacity for more than twenty passengers; and

(b) motor trucks, for which the speed limit shall be thirty miles per hour.
