HOSPITAL RULES (SECTION 29)

[Commencement 20th April, 1935]

1. These Rules may be cited as the Hospital Rules. 2. (1) The Administrative Secretary shall collect

the fees prescribed in the Schedule to these Rules. Possible but not necessary exceptions may be made in the following cases —

(a) persons on the permanent pauper list; (b) persons for whom a course of treatment has been

prescribed; (c) urgent cases seeking admission to hospital. (2) Notwithstanding paragraph (1), the Administra-

tive Secretary shall not collect any fees in respect of a patient who requires any ante-natal care, care connected with childbirth, post-natal care, or any other medical care associated with pregnancy, if that patient is a public patient.

(3) For the purposes of paragraph (2), a “public patient” is a patient who does not engage the services of a private practitioner and who is not admitted to the private wards.

3. The clothing of all patients who have died in the hospital and which shall not have been claimed at the expiration of one month shall be disposed of as the Administrative Secretary shall think fit.

4. No inmate shall go outside the grounds of the institution without the written permission of the medical officer on duty, or if allowed out, remain out longer than such permission states.

5. Any patient behaving in an improper or refractory manner may be expelled by the Chief Medical Officer, provided that no immediate danger to his or her life can reasonably be expected to result from such expulsion. The Chief Medical Officer shall make a note on the case sheet of the offence.

6. Any patient who shall leave the institution against the advice of the medical officer on duty shall first sign the responsibility book and shall not be readmitted for the same complaint, without the consent of the Chief Medical Officer.

7. Every person desiring to be admitted to the institution as a paying patient shall, except where sudden emergency or accident render it impracticable, lodge or cause to be lodged with the Administrative Secretary a written application for admission accompanied by one week’s payment in advance.

8. All fees are payable in advance; the amount of such fees shall be that shown in the Schedule and the portion of such fees designated as “Specialist Fees” in the Schedule shall be collected by the Hospital Administrator and paid in due course to the respective specialist.

9. Patients admitted to the private wards must engage the services of a private practitioner.

10. Patients other than patients in the private wards will be treated only by practitioners in the employment of the Ministry of Health.

11. For purposes of record all private practitioners are required to complete the case sheets, including diagnosis of any patient attended by them in the institution.

12. Medicines (other than those stocked by the institution), beer, spirits, minerals or drugs supplied to paying patients shall be charged against their hospital account.

13. Visitors to paying patients and special depart- ments shall be allowed to visit at such hours as the Minister from time to time directs.

14. In the event of any visitor behaving in such a manner as to disturb the order or quiet of the institution, the nurse in charge shall first administer a caution and if it is disregarded shall at once report the matter to the medical officer on duty or the medical superintendent, either of whom shall have the power to cause such visitor to be expelled from the premises.

15. Ministers of religion will be allowed free access to the institution, either to give religious instruction or to administer the rites of their respective persuasions to those patients who are members thereof, but such visits must be arranged so as not to interfere with the attendance of any medical officer or nurse upon the patients.

16. No religious services or ceremonies may be held in the institution without the permission of the Minister.

HEALTH SERVICES (TOBACCO ADVERTISING AND SALES) RULES

(SECTION 29) [Commencement, subject to rule 3, 3rd January, 1977]

1. These Rules may be cited as the Health Services (Tobacco Advertising and Sales) Rules.

2. (1) No person shall advertise manufactured toba- cco intended for smoking unless the advertisement includes a warning to the effect that tobacco smoking is dangerous to health.

(2) No person shall print, publish, reproduce or distribute any advertisement for manufactured tobacco intended for smoking unless the advertisement contains a warning which is clearly legible and reads as follows —

“Warning — Tobacco smoking may cause heart disease or lung cancer among other diseases.”

3. (1) No person shall import, sell, offer or expose for sale any cigarettes unless the cigarettes are contained in a package bearing a health hazard warning.

(2) Any person who contravenes paragraph (1) commits an offence and shall be liable on summary conviction to a fine of one hundred dollars.

(3) This rule shall come into force upon the expiry of the fifth month following the date of commencement of these Rules.
