PURSUANT to the Road Traffic Ordinance 1960, the Road
Transport Reform Act 2008 and sections 27 and 36 of the Land
Transport Authority Act 2007, I, TUI ATUA TUPUA
TAMASESE EFI, Head of State, acting on the advice of
Cabinet, MAKE the following Regulations:-

6 Road Traffic (Amendment) Regulations 2009/31


REGULATIONS

PART I
PRELIMINARY

1. Short title and commencement-(1) These Regulations
may be cited as the Road Traffic (Amendment) Regulations
2009.
(2) These Regulations come into effect at 6.00 am on
7 September 2009.

2. Interpretation - In these regulations, unless the context
otherwise requires -
“public service vehicle” means a motor vehicle used:
(a) for carrying members of the public as passengers for
hire or reward; and
(b) excludes -
(i) a bus registered as a private vehicle
and used for carrying passengers for hire; or
(ii) a taxi.

AMENDMENT TO THE ROAD
TRAFFIC REGULATIONS 1961

3. Insertion of new regulation - The Road Traffic
Regulations 1961 are amended by inserting after regulation 86
the following:

“86A. Special penalty - Any owner of a public service
vehicle who contravenes or fails to comply with regulation
86 commits an offence and upon conviction shall be liable
to refusal of the grant of an annual vehicle licence or
revocation of an annual vehicle licence, or both.”.

AMENDMENT TO THE LAND TRANSPORT
AUTHORITY (LICENCE FEES AND OTHER
CHARGES) REGULATIONS 2008

4. Schedule - Item 1(c) of the Schedule to the Land
Transport Authority (Licence Fees and Other Charges)
Regulations 2008 is substituted as follows:

“(c) Public Service vehicles other than taxis:

Except for the period between 7 September 2009 to
8 March 2010, the fee shall be the same as is payable
under item (1)(a) and (b) plus for each passenger the
vehicle is licensed to carry - $6.00

The fee for the period between 7 September 2009 to
8 March 2010 - NIL”.
