MEMORANDUM CIRCULAR NO. 65

TO: ALL PROVINCIAL BOARDS:

The resurgence of Huk activities in Central Luzon has caught the attention of the League of Provincial Board members and, through its President, voluntarily offered to help the administration in the solution of this problem.

The League believes that the continuing lack of essential socio-economic services which have aggravated or compounded the basic economic problems of the barrio people of Central Luzon could be the main cause of the renewed Huk activities. Aware of the objectives of the administration’s project (Operations Central Luzon), the League has decided to complement this project by putting one which shall operate immediately to be known as “Operations Immediate Assistance in Central Luzon.”

The League has agreed chat each provincial government shall appropriate and contribute the amount of P10,000 for this purpose, the appropriation of which by the respective provincial government has been authorized by the President, subject, however, to the financial capability of the provincial government concerned.

Considering the need for starting the project immediately, this Office wishes to make a special appeal to every provincial board that appropriate steps be taken toward the early materialization of the P10,000 contribution from each provincial government.
