MEMORANDUM CIRCULAR NO. 86

URGING ATTENDANCE IN THE SCIENTIFIC STUDIES AND WORKSHOP ON THE PREVENTION OF ALCOHOLISM AND CRIME FOR POLICE AND SCHOOL ADMINISTRATORS IN THE VISAYAS.

The Federation of Chiefs of Police of Panay and Negros, the Philippine Chapter of the Southern Police Institute of the University of Louisville, Kentucky, the Bureau of Public Schools Divisions of Bacolod City mid Negros Occidental, and the Negros Occidental Medical Society, will sponsor a 5-day Scientific Studies and Workshop on the Prevention of Alcoholism and Crime for Police and School Administrators in the Visayas on December 12-16, 1966, in the City of Bacolod, with the technical assistance of the Police Commission, the Civil Service Commission, the Social Welfare Administration, and the United States Agency for International Development.

This activity is in line with the Administration’s policy of combatting all forms of vices and crimes. Its importance to the social and economic well-being of the Visayan region cannot be overemphasized.

All City and Municipal Mayors and Superintendents of Schools concerned are hereby authorized to allow their chiefs of police and school principals and district supervisors to attend the Scientific Studies and Workshop with official expenses for transportation, subsistence, lodging and workshop foes in connection therewith, chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.

The participants shall submit to their respective office heads a report on their attendance and participation in the Scientific Studies and Workshop.
