MEMORANDUM CIRCULAR NO. 287

URGING ATTENDANCE IN THE FIRST NATIONAL CONVENTION OF THE

LEAGUE OF ADMINISTRATION EXECUTIVE (LEADEX).

The League of Administration Executives (LEADEX) will hold its First National Convention on October 15-17, 1969, at the GSIS Social Hall, on the theme, “The Role of the LEADEX in the Maintenance of Efficiency in the Public Service.”

At the convention will be discussed, among other things, measures by which the combined resources and efforts of the members of the league can help in the maintenance of efficient, honest and effective public service.

All heads of departments and agencies on the national and local levels, including government-owned or controlled corporations, are hereby authorized to allow not more than three (3) of their personnel who are members of the League, in addition to those who are in charge of the affairs, to attend the convention on official business, that is with expenses for transportation, subsistence, lodging and convention fees, chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.

The delegates shall submit to their agency heads a report on their attendance in the conference within 30 days after the termination thereof.
