MEMORANDUM CIRCULAR NO. 312

EXEMPTING THE EXECUTIVE OFFICE AND THE VARIOUS COMMITTEES CREATED BY THE PRESIDENT BY EXECUTIVE ORDER OR ADMINISTRATIVE ORDER FROM THE PROVISIONS OF MEMORANDUM CIRCULAR NO. 311, DATED JANUARY 12, 1970 ENTITLED, “TERMINATING ALL EXISTING DETAILS OF GOVERNMENT PERSONNEL IN THE VARIOUS DEPARTMENTS, BUREAUS, OFFICES, AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS.”

Due to the exigencies of the public service, and in order to provide and assure the needed personnel to support the multifarious projects and programs being, or to be undertaken by the Administration, the Executive Office and the various existing coordinating, advisory and/or investigating Committees created by the President by Executive Order or Administrative Order are hereby exempted from the provisions of Memorandum Circular No. 311, dated January 12, 1970 entitled. “TERMINATING ALL EXISTING DETAILS OF GOVERNMENT PERSONNEL IN THE VARIOUS DEPARTMENTS, BUREAUS, OFFICES AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS.

Personnel presently detailed in the Executive Office and the Committees above-mentioned shall continue to be so detailed until their detail shall have expired under existing law, rules or regulations or their services shall have been dispensed with.
