MEMORANDUM CIRCULAR NO. 327
CREATING A COMMITTEE TO STUDY THE ESTABLISHMENT OF A MASS TRANSIT SYSTEM TO SERVICE THE GREATER MANILA AREA.
There is hereby created a Committee to study the possible establishment of a mass transit system to service the greater Manila area composed of the following:
Secretary of Public Works And Communications
– Chairman
Secretary of Justice
– Member
The Mayor of Manila
– Member
Chairman, Public Service Commission
– Member
Commissioner, Land Transportation Commission
– Member
One representative of the Executive Secretary
– Member
The Committee shall have the following specific objectives:
1. To resolve the existing serious transportation problems to the mutual convenience and satisfaction of the vehicle owners and operators on the one hand and the riding public on the other;
2. To evolve a modern system of transportation comparable to the best existing transportation system of other countries; and
3. To submit necessary legislation to Congress and such other measures as may be necessary towards the accomplishment of these objectives.
The Committee is hereby empowered to create such technical groups as may be necessary to study, formulate and conduct necessary research and survey with the end in view of collating such data and information as basis to enable the Committee to submit its final recommendations.
All heads of department, bureaus, offices and other instrumentalities of the government including government-owned or controlled corporations are hereby required to extend full support and assistance to the Committee.
In view of its urgency, the Committee shall submit its recommendations to this Office on or before April 30, 1970.
This Circular shall take effect immediately.
