MEMORANDUM CIRCULAR NO. 419

AMENDING MEMORANDUM CIRCULAR NO. 284 DATED SEPTEMBER 2, 1969, ALLOWING GOVERNMENT EMPLOYEES TO ATTEND COOPERATIVE SEMINARS, WORKSHOPS, CONFERENCES TO BE CONDUCTED BY THE AGRICULTURAL CREDIT AND COOPERATIVE INSTITUTE, UNIVERSITY OF THE PHILIPPINES ON OFFICIAL TIME.

Memorandum Circular No. 284 dated September 2, 1969, is hereby amended so as to allow government employees including public school teachers who are officers or members of cooperative bodies and who need cooperative training to discharge their functions effectively to attend on official time seminars, workshops, conferences, meetings and training courses conducted by either the Cooperative Administration Office in the provinces, or the Agricultural Credit and Cooperatives Institute, University of the Philippines in Los Baños.

This Circular does not apply to Seminars, Workshops or Conferences offered on a regional or national scale for which authority shall be granted by this Office on a case basis.
