MEMORANDUM CIRCULAR NO. 429

ENJOINING ALL GOVERNMENT OFFICIALS AND EMPLOYEES CONCERNED TO ENCOURAGE PRIVATE CITIZENS DEALING WITH THEIR RESPECTIVE OFFICES TO ANSWER QUESTIONNAIRES ON WHAT THEY THINK ABOUT GOVERNMENT SERVICES.

The President of the Philippines is deeply concerned with the services that citizens get from the government. In order that he may be able to ascertain the quality of service that the people get from their government, and in order to institute measures to further improve the service where these may be needed, he has earnestly asked private citizens dealing with the government in any form to fill up the forms attached to this Memorandum Circular, which contain relevant questions on what they think about government services.

It is hereby enjoined that the prescribed forms be placed or posted in conspicuous places in all offices, where they are to be distributed to all individuals availing of the services of these offices. Mailboxes are to be provided at these places, for use of individuals desiring to accomplish the prescribed forms.

All heads of departments, bureaus, offices and other instrumentalities of the government, are hereby directed to enjoin the officials and employees under them to encourage citizens dealing with their offices to fill up the said forms.

This Circular takes effect immediately.
