MEMORANDUM CIRCULAR NO. 470

AUTHORIZING THE ATTENDANCE OF CERTAIN GOVERNMENT OFFICIALS AND EMPLOYEES IN THE 11TH ANNUAL CONVENTION OF THE CONFEDERATION OF GOVERNMENT EMPLOYEES ORGANIZATIONS, INC.

The Confederation of Government Employees Organization (COGEO), Inc., will hold 11th Annual Convention at the Amang Social Hall, Provincial Capitol, Pasig, Rizal, on June 24-25, 1971, on the theme “IMPROVING THE PUBLIC SERVICE THROUGH CONSTITUTIONAL REFORMS.”

Government employee organizations affiliated with the COGEO are hereby authorized to send not more than ten delegates each to the convention on official business. The delegates coming from the Greater Manila area shall be entitled to expenses for transportation and conference fees. Those coming from the provinces shall be entitled to expenses for transportation, subsistence, lodging and convention fees chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements. National and local offices and government owned or controlled corporations where they are auxiliary (individual) members of the COGEO, may each send not more than two of said auxiliary members or observers also on official business.

The delegates shall submit to their respective agency heads a report on their attendance and participation in the convention.

This supersedes Memorandum Circular No. 455 of this Office dated April 12, 1971.
