MEMORANDUM CIRCULAR NO. 594

ESTABLISHING A PROCEDURE FOR THE PROCUREMENTS, SUPPLY AND DISTRIBUTION OF RICE TO EMPLOYEES OF THE VARIOUS DEPARTMENTS, BUREAUS, OFFICES AGENCIES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATION AND FINANCIAL INSTITUTIONS IN THE GREATER MANILA AREA.

In order to simplify the procurement, supply and distribution of rice to employees of the government, including government-owned or controlled corporations as well as government financial institutions, in the Greater Manila area, who would want to buy these prime commodities through their respective offices, all requests for procurement shall be channelled through designated centers or focal points which are hereby designated as follows.

GROUPS

 

I. Departments, Bureaus Offices, Agencies
Department of General Service

II. Government-owned or controlled Croporations including the Office of Economic Coordination
National Power Corporation

III. Government Financial Institutions (Philippine National Bank, Central Bank, Social Security System, Government Insurance System, Development Bank of the Philippine)
Philippine National Bank

IV. All services of the Armed Forces of the Philippines under the AFP Supply Center

All offices in each group shall course their requests for procurement of rice for their respective employees through the Centers as designated above, which shall process the requests, deal or negotiate with the Rice and Corn Administration (RCA) and make arrangements for deliveries direct to the requesting office.

Upon the issuance and receipt and/or notice of this Circular, arrangements shall immediately be made by offices in each group for the implementation thereof.

This procedure shall initially be applied for the procurement of nice. However, it may later be expanded and similar arrangements may be made for other prime commodities.

All concerned are hereby directed to not accordingly.
