MEMORANDUM CIRCULAR NO. 630

AUTHORIZING PARTICIPATION OF GOVERNMENT REPRESENTATIVES IN THE PHILIPPINE EXECUTIVE ACADEMY’S TRAINING PROGRAM.

WHEREAS, Republic Act No. 5534 has “declared as a national policy to improve the competence and performance of executive and administrators in the different departments, bureaus and branches of the Philippine Government, and make available a pool of capable executives needed to accelerate the economic and social development of the country”; and for this purpose established the PHILIPPINE EXECUTIVE ACADEMY in the Collage of Public Administration, University of the Philippines;

WHEREAS, this administration is fully cognizant of the urgent need to develop executive and managerial talent as one of the major means of accelerating economic and social development;

WHEREAS, this office encourages Government agencies to avail of the opportunity offered by the Academy to strengthen and reorient manpower of the executive level;

WHEREAS, the PHILIPPINE EXECUTIVE ACADEMY will open its next session at the Pinox Hotel, Baguio City, s ten-week residential course to be held from April 24 to July 4, 1973;

WHEREFORE, heads of departments, bureaus and offices of the government, including government-owned and controlled corporations, are hereby encouraged to nominate a senior official to attend the versions of the Academy at government expense, subject to its admission rules and regulations. For this purpose and in the absence of specific appropriations for management training, the expenses of those admitted to the Academy are hereby authorized to be taken from the savings of the agencies concerned; provided, that in the next fiscal year, they may propose the creation of an item up to an amount of P5,000.00 to cover their continuing staff development programs. Furthermore, such departments, bureaus, agencies and government corporations are enjoined to grant a daily allowance during the session as authorized by GAO Circular 88-A.
