MEMORANDUM CIRCULAR NO. 670

URGING ATTENDANCE IN THE FOURTH PHILIPPINE MANAGEMENT CONGRESS.

The Philippine Council on Management (PHILCOMAN) will sponsor the Fourth Philippine Management Congress to be held on November 14 to 16, 1973, at the Manila Hilton. The theme of the Congress is “The Management of Development.”

Management experts, practitioners, educators and government leaders from the Philippines and other Asian-Pacific countries will participate as speakers, discussants and delegates. The Management Congress will explore the role of the Manager in development in the light of the rapid political and social changes in the region as well as the new priority areas, growing opportunities and expanding responsibilities of the Manager.

The Congress will enable participants to gain new insights into recent trends and developments in business management and public administration.

In view hereof, all heads of departments, chiefs of bureaus and offices of the government, including government-owned or controlled corporations, are hereby enjoined to authorize attendance in the Congress of selected participants on official time.

The participants shall submit to their respective agency heads a report of their attendance, with their observations and comments on the deliberations in the Congress.
