MEMORANDUM CIRCULAR NO. 687

ENJOINING GOVERNMENT EMPLOYEES TO ENGAGE IN FOOD PRODUCTION.

WHEREAS, General Order No. 40 dated November 10, 1973 prescribed new work hours during the current energy crisis, for all government offices, national and local, with certain exceptions;

WHEREAS, the bulk of government personnel who observe the four-day work week, and therefore enjoy the three-day weekends, receive their salaries or wages even when they do not report for work in their offices on Fridays; and

WHEREAS, it is imperative that the time and efforts of the said government personnel who enjoy the three-day weekends be devoted to productive activities in line with the objectives of the New Society to achieve greater sufficiency in economic needs for the people and country as a whole;

WHEREFORE, all heads of government departments, bureaus, offices, agencies and instrumentalities, both national and local, including government-owned or controlled corporations, not falling under the exceptions provided under the said General Order No. 40, are hereby directed to enjoin the employees under them to engage in food production in the meanwhile that they are off duty on Fridays.

This Circular takes effect immediately.
