MEMORANDUM CIRCULAR NO. 688

URGING ALL GOVERNMENT PERSONNEL TO GIVE FULL SUPPORT AND PARTICIPATION TO THE UGNAYAN PROJECT.

On January 1, 1974, UGNAYAN, a project under the First Lady’s continuing cultural development program, will have its premiere performance using a music composition using indigenous musical instruments. In addition to linking the past and the future, UGNAYAN also promotes and widens the traditional values of bayanihan and the spirit of Barangay, through mutual sharing of a cultural experience. Thus, UGNAYAN means community interlinking through music.

The concept of said premiere UGNAYAN performance is as follows:

a. Twenty radio broadcasting stations in Metro Manila will broadcast at 6:00 – 7:00 P.M., on January 1, 1974, a pre-composed music played on 20 tapes so that one radio station plays a tape different from the rest of the tapes. The twenty different tapes, played by twenty different stations, constitute one composition or a whole piece of music. Sounds of native musical instruments consisting of gongs, buzzers, sticks, flutes, etc., will be used. This performance will be the first of its kind in the world; it is a tribute to Filipino creativity.

b. The idea then is for the people to gather together into UGNAYAN circles of 20 or more persons each bringing a radio transistor. All 20 UGNAYAN stations would then be heard enabling the UGNAYAN circle to experience the total composition. Ideally, the UGNAYAN area, consisting of several circles, should be situated in a public place in the community.

In view of the significance and relevance of this undertaking, to the present cultural development program, all government personnel are encouraged to give full support and participation to the UGNAYAN project by enlisting as a member of a circle and assisting in the organization of circles in their respective barangays. For this purpose, the attached two (2) self-explanatory forms shall be reproduced by all government agencies and distributed to all their personnel. The UGNAYAN Report of Membership Form shall be submitted to the Administrative Officer of their respective offices on or before December 14, 1973. The Report of Participation Form shall be submitted a week after the UGNAYAN performance.

This Circular takes effect immediately.
