MEMORANDUM CIRCULAR NO. 932

AUTHORIZING ATTENDANCE IN THE SEMINAR ON THE “CHANGES IN DESCRIPTIVE CATALOGING: THE APPLICATION OF THE INTERNATIONAL STANDARD BIBLIOGRAPHIC DESCRIPTION” JOINTLY SPONSORED BY THE PHILIPPINE ASSOCIATION OF TEACHERS OF LIBRARY SCIENCE (PATLS) AND THE ASSOCIATION OF SPECIAL LIBRARIES OF THE PHILIPPINES (ASLP).

The Philippine Association of Teachers of Library Science (PATLS), an organization of people involved in the education and training of librarians in the country, and the Association of Special Libraries of the Philippines (ASLP), will jointly sponsor a seminar-workshop on the “Changes in Descriptive Cataloging: the Application of the International Standard Bibliographic Description” on October 20-23, 1976, at the University of the East Library, Claro M. Recto Avenue, Manila.

The seminar aims to discuss changes in the descriptive cataloging of library materials brought about by the adoption of the International Standard Bibliographic Description (ISBD) now followed by the progressive countries of the world.

All heads of departments, chiefs of bureaus and offices, including government-owned or controlled corporations, with a library of more than 1,000 volumes, are hereby authorized to send one (1) participant each to the seminar on official time with reasonable expenses for transportation and seminar fee, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127 dated November 27, 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 513 on the Office dated August 8, 1972.

The participants shall submit to their respective agency heads a report on their attendance in the seminar within thirty (30) days after the termination thereof.
