MEMORANDUM CIRCULAR NO. 948

REITERATING MEMORANDUM CIRCULAR NO. 404, SERIES OF 1970, RESTRICTING TRAVEL ABROAD EVEN IF NO GOVERNMENT EXPENSE IS INVOLVED.

It has come to the attention of this Office that certain government officials have accepted invitations from foreign institutions or associations abroad either to deliver an address or lecture or to perform certain functions for said institutions or associations in violation of Memorandum Circular No. 404, series of 1970, copy attached for ready reference.

In this connection, all Heads of Departments, Bureaus and offices, including government-owned or controlled corporations are hereby urged to comply strictly with the provisions of the foregoing Circular. Proposed trips abroad in acceptance of invitations not previously cleared with this Office shall not be entertained.

This Circular shall take effect immediately.
