MEMORANDUM CIRCULAR NO. 1066

AUTHORIZING THE CAREER EXECUTIVE SERVICE OFFICERS GUILD, INC., TO HOLD ITS NATIONAL CONVENTION ON JUNE 27-28, 1978 AND SUGGESTING THAT THE CABINET MINISTERS CONDUCT DIALOGUES WITH THEIR RESPECTIVE CAREER EXECUTIVE SERVICE OFFICERS ON JUNE 29-30, 1978.

The Career Executive Service Officers Guild, Inc. is hereby authorized to hold its national convention on June 27-23, 1978, in Manila, on the new roles and responsibilities of the Career Executive Service in relation to the organization of the Interim Batasang Pambansa. The convention shall be attended by duly appointed career executive service officers and the graduates of the Career Executive Service Development Program of the Development Academy of the Philippines who are awaiting appointment as CES0s.

Immediately after the convention, on June 29-30, 1973, it is suggested that the cabinet ministers and heads of other agencies hold dialogues with, and give fresh instructions, their respective career executive service officers on new ministry/agency policy directions, program impetus and other innovations in order that they may be able to provide all necessary support and professional and technical assistance to IBP and effectively implement development programs and projects.

It is further suggested that all cabinet ministers and heads of other  files send to the convention the career executive service officers assigned to their respective ministries and Offices and all heads of ministries, bureaus and agencies are hereby authorized to disburse the amount of four hundred pesos (P400.00) as convention fee for each CESO attending the convention and such amounts as may be necessary to cover transportation expenses, per diems and daily allowance, as authorized by COA General Circular No. 127: Provided, that meals covered by the seminar fees shall be deducted from the per diems.

It is understood that the conditions set in the letter dated May 11, 1978, of the Acting Commissioner of the Budget to the President of the Career Executive Service Officers Guild, Inc. which are not in conflict with this Memorandum Circular, be complied with.
